The valuable role which satellites can play in promoting safety at sea has been recognised by the International Maritime Organisation (IMO) which has included both SESs and EPIRBs in its plans for the Future Global Maritime Distress and Safety at Sea System (FGMDSS). 2 Aeronautical The success of maritime satellite communications together with the rapid growth of the VHF air-to-ground public telephony service in the USA has encouraged the development of aeronautical satellite communications. INMARSAT is carrying out a programme of tests, demonstrations and trials which will lead to a global service in 1990.

1 SPADE and DA The first commercial digital communications-satellite system was SPADE, which was brought into service by INTELSAT in 1971. SPADE is an acronym for Single-channel-per-carrier, Pulse-code-modulation, multiple-access, Demand-assignment jEquipment. In systems where a fixed number of satellite channels are pre-assigned to each earth station there are times when channels at some stations remain unused while other stations have to refuse traffic because they have insufficient channels.

Many of these stations were being used by private households for free (legal) reception of programmes intended for paying customers such as cable-TV networks and hotels, and some were being used (illegally) by 'pirates' who were supplying television services to blocks of flats and other customers. As a result, the use of encoding (to prevent unauthorised reception) quickly became widespread and, for a short time, there was a downturn in the sales of TVRO stations. 10). 4 Indonesia The next country, after the USA, to use satellite communications for domestic purposes was Indonesia.
